Here is a tutorial on how to use ReActPSN to activate DLC's that need RAP files:
Create a new user on the PS3 called aa - this is so that the user has a legitimate psid to become the 'active owner' of the DLC's
Next on this aa account intall the PKG file from Here
Install your PKG files as usual on the aa account
On a USB stick, place the RAP files in a folder names exdata; so USB0/exdata/(RAP FILES).rap
OPen the ReActPSN homebrew application and ensure the USB is in the left or right slot it doesnt matter
Press L1 in the app and the rap's will be installed from the exdata file on USB
Reboot PS3 and then you're done - the DLC's are now activated; have fun
